Prime Minister Yogi Adityanath will give high priority in his second term in office to fulfilling the unfinished agenda of turning Uttar Pradesh into a $1 trillion economy. The state government has again submitted bids, seeking an adviser who could help the state accomplish the challenging task.
As the government itself admits, this “Herculian task requires some gigantic steps to be taken by the state government” as it involves increasing the size of the state’s gross domestic product (GSDP) by nearly four times in order to achieve it. target in the next five years.
UP’s GSDP in 2020-21, in nominal terms, was Rs 17.2 trillion, roughly the same level as in 2019-20. According to preliminary estimates, the GSDP will reach Rs 19.1 trillion in 2021-22.

This is the second time the government has considered appointing a consultant for the job. Previously, the state government had started the process in September 2020, and global professional services firm Deloitte Touche Tohmatsu India emerged as the selected consultant, after beating Boston Consulting Group, Grand Thorton India and an iSAARC-UP IT consortium. However, in March 2021, the bids were canceled on technical grounds.
According to the new Request for Proposal (RFP) document, the consultant will need to critically analyze the macro and micro-economic sector data surrounding the GSDP, trade, investment, spending, savings, employment rate, inflation, imports and exports, etc. in order to identify the strengths and weaknesses of UP’s economy.
It will also cover all key sectors such as agriculture and related sectors, infrastructure, rural development, industrial development, social sector, health care, skills development, natural resources and emerging technology-intensive sectors. It would also develop a strategic framework, develop a roadmap for implementation, design institutional reforms and also develop a monitoring and evaluation framework.
Outlining the outcome of the work, the RFP paper states that the task “requires some well-thought-out and long-term strategies on a sustainable basis and would also require organizational restructuring, targeted policies and rules for more effective governance, faster decision-making and improved accountability” .
The advisor will also propose creating reporting mechanisms and dashboards that allow the Prime Minister’s Office to monitor the level of implementation of each project, much like the Prime Minister’s Office (PMO) monitors key national programs.
The consultancy must submit the initial draft of the technical report within 90 days of contract signature and the final draft within 150 days.
There will be a pre-bid meeting on March 22.
