The number of development projects completed in Jammu and Kashmir in 2021-22 witnessed a huge jump compared to recent years, officials said Friday. In 2018-19, 3,293 projects were completed under the district capex in Jammu and Kashmir. In the following year, the figure was 1,165, while in 2020-21 it was 1,676, they said, citing official statistics. Cut to 2021-22, 18,651 projects have been completed through February, and the number is likely to reach 36,572 by the end of the fiscal year, officials said.
If 36,572 projects are completed in 2021-22, it would be a nearly 22-fold increase from the previous year, they said. The officials said the rise in work completion in 2021-22 is nothing short of spectacular when you consider that all of these projects were completed after a process of competitive bidding.
“There is a buzz not only within, but also outside Jammu and Kashmir, and this image makeover is resulting in positive spin-offs,” said one of the officials, adding that investor confidence and willingness to invest in the Investing in union territory is a telltale sign of the inspiration brought by the ongoing reforms. Investors will only call if they trust the system to respond to their concerns and needs in real time, the officials said. They said that J&K is witnessing an unprecedented development in all areas.

Block Development Council chairman, Marheen, Kathua district, Karan Attri said, “The development work is proceeding at a good pace and about 80 percent of the projects have already been completed in my area.” “People have high expectations of us and we are doing our best to complete all ongoing works on time,” said Attri.
The District Development Council chairperson, Reasi, Saraf Singh, attributed it to the transformation in the financial system that has taken place over the past two years. “This year, more work will be completed in the Reasi district than last year. E-tendering has not hindered the development process,” he said.
Singh, a retired J&K administrative officer who has worked at the Accounts and Treasuries Organization, said the increase in development work completion was also due to increased oversight by the panchayati raj institutions. He said that a stricter financial regime and mobile surveillance are the two most important reforms in J&K in the recent past. “And they have put the real power in the hands of the people and their representatives,” he added.
