The Center for Policy Studies, a think tank with close ties to the ruling Conservative Party, has suggested that raising the threshold for paying NICs from £9,880 to £11,284 “would fully protect the low and middle earners – those on 27,500 pounds and less.” Such a move would cost around £4.5 billion, it estimates.
